Envelopes of paper are HTS 4817.10.00 and bound notebooks are HTS 4820.10.20, both on the CBP Section 338 list at a 50% additional duty since August 22, 2026. So the hand-folded envelopes and the hand-bound cahiers this Charlevoix mill sells now cost an American buyer half as much again at the border, while the loose cotton sheets that are its signature fall under handmade paper, a line the list does not touch.
